Here's how I attach laser toner decals to my pots:
1.) Cut the decal leaving as little extra paper as possible attached. Here's a photo of a sheet of decals I printed. I try to use as much of each page as possible because the paper is not cheap!
2.) Soak the decals for a few minutes in a shallow tray of water. You'll start to see the paper backing peel back from the decal.
3.) Peel the paper backing away from the decal.
4.) Carefully position the decal on the pot.
5.) With your finger or a sponge, press out the air bubbles. This is really important because the design will not transfer where there is a bubble. Here is the bowl after firing!
